A Message from the Superintendent
Bobby D. Russell, Superintendent

Dear Citizen:

The Western Virginia Regional Jail is a state-of-the-art jail facility of approximately 264,000 square feet with a rated capacity for 605 inmates with another 200 beds double-bunked for a total of 805 inmates. It was built by coalition of four localities that formed the Western Virginia Regional Jail Authority—the counties of Franklin, Montgomery, and Roanoke and the city of Salem. Our facility, which opened its doors on April 9, 2009, eliminated the overcrowded and potentially unsafe conditions that existed at the local jail facilities of the four partnering jurisdictions prior to the Western Virginia Regional Jail’s construction.

The Western Virginia Regional Jail’s mission is to maintain the custody, control, and care of persons confined in the jail in a safe, secure, and constitutional manner. It is our intention to operate our facility as a progressive correctional organization using the best practices that modern corrections has to offer. We are dedicated to providing quality services in all areas of our responsibility and to our member localities as well as being a friend to the communities in which we live and serve. Each of our staff members goes through a rigorous selection process to ensure that we have a professional staff and a strong team who are all devoted to the goals of the Agency to achieve our mission. 

The Western Virginia Regional Jail is committed to excellence. The Agency is accredited by the Virginia Department of Corrections and nationally accredited by the American Correctional Association. Our facility is also LEED® certified making us the first correctional facility in Virginia to receive LEED® certification and one of the first in the United States. To provide an appropriate living environment for offenders and a healthy working environment for staff, the Western Virginia Regional Jail is a tobacco-free environment.

VENDOR INFORMATION

Any vendor interested in doing business with the WVRJ should register on the Roanoke County website as a vendor. Only registered vendors receive the invitations to submit a bid or proposal.

APPLICANT TESTING INFORMATION

The Western Virginia Regional Jail will conduct written appliant testing on an as needed basis. Contact Letitia Smith, H.R. Manager for more information.
